Instructor, Curriculum Manager, ITA School Course Supervisor and Information Systems Security Manager – Naval Training Center, Great Lakes, IL (98-00)
- Managed complete curriculum revision of the 14 week course of instruction to include the installation of $5 million in automated electronic classroom equipment.
- Developed new organizational structure which enabled faster instructor qualification.
- Revised the Instructor Certification Plan, Training Course Control Document, Testing Plan and Course Outline of Instruction.
- Managed the revision, validation and implementation of entire course test bank of 33 tests.
- Reduced time to train by five weeks in support of training an increased student population.
- Assisted the Curriculum and Instructional Standards Office in development of a handbook for Council on Occupational Education and the North Central Association.
Communications Department Manager – Commander, Fleet Air Keflavik, Keflavik, Iceland (96-98)
- Architected consolidation of two staff departments. New structure delineated clearer chain-of-command, provided new opportunities for staff mentoring, and eliminated duplication in efforts between departments.
- Assigned accountability for all secure telephone units and associated programmable key storage devices.
- Assisted in the development of the organization’s quality training program.
Communications Center Supervisor, Classified Communications Material – Naval Computer and Telecommunications Station, Keflavik, Iceland (92-96)
- Supervised operations of 70+ classified material clients from five organizations.
- Created/maintained service level agreements with client organizations.
- Developed and implemented a comprehensive training program for classified material users.
- Improved disaster recovery posture by revising Emergency Action Plan.
- Ensured compliance with all federal and department of defense regulations.
- Granted Top Secret Sensitive Compartmented Information (TS/SCI) Security Clearance.
- Developed three new standard operating procedures and revised five others.
- Provided training to perspective Supervisors enabling ahead of schedule qualification during critical staffing shortage.
- Key player in two joint service exercises.
Senior Instructor, Course Manager – Naval Submarine School, Groton, CT (89-92)
- Managed four course revisions, five course changes, two course pilots, and two lab upgrades.
- Developed the operator and maintenance course of instruction for the AN/USC-43(V)1 ANDVT (Advanced Narrowband Digital Voice Terminal) to include instructor, trainee and proctor guides, test banks, and training aids.
- Senior Instructor and Subject Matter Expert for the Submarine Satellite Information Exchange Sub-System (SSIXS) combined maintenance eight week advanced technical course.
- Assisted with a major revision to the SSIXS course which included extensive curriculum changes, course reconfiguration, test bank reconstruction, training aid development, and instructor training.
Communications Center Supervisor – Commander, Submarine Group Five, San Diego, CA (86-89)
- Assisted with planning and management of three major Alternate Command Element exercises which required staff to establish an afloat posture (within 48 hours notice) on a deployed submarine tender for directing nuclear powered submarine operations in the Pacific Theater.
- Restructured Communications 3M (Maintenance and Material Management) system, efforts proved to be instrumental in the USS McKee (AS-41) receiving an Above Average score in their first Communications Readiness Examination.
- Developed the personal qualification procedures for the TSEC/KL-51 off-line encryption device.
